Firstly I want to tell you that what is happening to you is wrong and nobody has the right to hit you. You have the right to feel safe in your own home.
In answer to your question, at 15 years old you would not be able to apply for a council house as the minimum age to live on your own is 16. However, it might be worth contacting your local social services department to see what help and support they offer. Social services are responsible for keeping children and young people safe and protected from harm. I can't guarantee what action they will take but they will listen carefully to what you have to say and should involve you in decisions that affect you. You can find the telephone number in your local phone book under 'social services'. Call the office nearest to you and ask to speak to a social worker.
It seems like there are a lot of things going on for you at the moment; pressures at school and what is going on at home. Sometimes the idea of killing yourself can seem like the only way out of a situation but there are always alternatives. You can talk to a counsellor at ChildLine about other ways of coping.
